# Restrictions & Availability

> Regional, country, and industry restrictions on payment routes, plus where to find card-specific merchant restrictions.

Rain restricts payment routes by region, country, and industry as part of its
compliance program. If a restriction applies, the payment route creation
request is rejected. These restrictions are one part of Rain's
[Payments compliance](/docs/payments-compliance) checks, which also verify
the account owner and screen transactions.

  These restrictions apply to payment routes: opening a virtual account or
  making a cross-border payout. For merchant-category restrictions on card

## Restricted US states

Rain can't create a payment route for individuals or businesses located in
the following US states:

## Restricted countries

Rain can't create a payment route for individuals or businesses located in,
or with identity documents issued by, the following countries:
